Permanent color
Permanent color contains an alkalizer (ammonia or an alternative such as MEA) that swells the cuticle so small dye precursors can enter the cortex. The developer lightens the natural pigment and turns those precursors into larger color molecules that stay trapped inside. That is why permanent color can go lighter, cover gray completely and does not wash out.
The trade-off is that it is the most chemically demanding category, and whatever you lift stays lifted. Demi-permanent color
Demi-permanent color is also mixed with developer, but a weak one, often around 2%, and it uses little or no ammonia. It deposits color without lifting natural pigment. Clients love it for shine, softer regrowth lines and gray that looks blended rather than solid.
Because it does not lighten, demi color cannot make hair lighter than it is. Use it to deepen, tone, correct or refresh.
